Design codes are usually developed by consultants on a project.
In the case of the Millennium Coastal park, the Design Concept was prepared by
Land Use Consultants -UK Environmental Planning Design Management and Ecology Consultants
in association with
Chesterton plc – a UK property related company
Bradford Bowen and Partners an environmental and Development Company,
Cywaith Cymru. Artwork Wales - the national organisation for public art in Wales.
Mick Petts and Mott MacDonald - an international independent, management, engineering and development consultancy.
In the case of Llandarcy Urban Village the design code has been implemented by consultants, and will be implemented and adhered to by the architects, developers and constructors of the village.

In the UK, John Prescott, the Deputy Prime minister launched in May 2004 a project to test design codes.
Six sites across England were announced where the codes would be tested. The sites are in: Ashford, Kent; Cirencester, Gloucestershire; Newcastle; Hastings, East Sussex; Rotherham, South Yorkshire and Aldershot, Hampshire. The project is being led by the Commission for Architecture in the Built Environment (CABE) http://www.cabe.org.uk/
