Key Performance Indicators (KPIs)

Description of the tool
The UK Construction Industry Key Performance Indicators (KPIs) are a national set of indicators against which a project or company can benchmark its performance and work towards best practice. The standard construction industry KPI framework consists of seven main topic groups: Time; cost; quality; client satisfaction; client changes; business performance; Health and safety. Within these groups a range of indicators have been developed to analyse either project or company performance, or both.

Since projects vary, different KPIs will be appropriate to different projects, it is for the projects to identify the relevant KPIs for the context. Constructing Excellence has produced KPIs to assess the environment, respect for people, new build housing and housing repair & maintenance and refurbishment. These KPIs can complement the Construction Industry’s KPIs.

Indicators can assess a range of issues:
(i) headline indicators: provide a measure of the overall, state of health of a firm;
(ii) operational indicators: focus on specific aspects of a firms activities and should enable management to identify and focus on specific areas for improvement;
(iii) diagnostic indicators: provide information on why certain changes may have occurred in the headline or operational indicators and are useful in analysing areas for improvement in more detail.

In the PETUS case study of Baglan Energy Park Phase 2, two types of KPIs were used: (i) the industry standards as provided by Constructing Excellence (then called Movement for Innovation) and (ii) KPIs which had been determined by the project partners at a partnering workshop at the start of the contract. The KPIs were regularly completed at the monthly meetings attended by all the organisations within the project partnership. The process involved all partners separately completing an answer score sheet to 10 questions on issues such as communication, maximising the skills of the team and creating a pleasant working environment. The results from the score sheets allowed the project to be continuously assessed (the new scores would be compared to previous scores, and often plotted on a graph in order to reveal any trends) throughout the project on a monthly basis allowing any problems to be rectified quickly.

In the New Tredegar case study, KPIs were chosen to assess issues such as completing the job on time, on budget, to a high quality together with health and safety etc..

Since the results are instantaneous and involve all involved in the project KPIs are often used in projects that are implementing the partnering process.
