When was the tool produced
The manual – version 2 – was published November 2003.
(The scheme was launched in 2003). It is anticipated that there will be a further revision before the end of the development phase in May 2004. Thereafter new versions are anticipated at approximately annual intervals.

Organisation/s funded development of the tool:
The Department of the Environment, Transport and the Regions were the project sponsors prior to May 2001 and since that date the sponsors were the Department of Trade & Industry.

Organisations/ departments were involved in the design/development of the tool:
The development of CEEQUAL has been undertaken by a team led by the Institution of Civil Engineers, with financial support from the ‘Partners in Innovation’ scheme first operated by DETR and now operated by DTI. The development project has been managed by Crane Environmental Ltd, and has received active support and participation of relevant Government Departments and Agencies, professional and industry associations, and leaving civil engineering consultants and contractors. The organisations contributing resources to the project in cash or in kind are Project Partners, many of whom will retain part-ownership of the scheme now it has reached the operation phase through CEEQUAL Ltd. The development of the scheme began in September 2000 with a Feasibility Study, for delivery of a scheme framework and business plan by April 2002.

The Development and Implementation phase of the project started in May 2002, and has seen the scheme through further trials and the first set of Assessments undertaken in the Spring and Summer of 2003 using Version 1 of the scheme. These first eight awards were presented in June and September.

In the development of CEEQUAL, account has been taken of the substantial body of current research and experience relating to sustainable construction, including the successful Building Research Establishment Environmental Assessment Method (BREEAM).
