The municipality were looking for quantitative goals for sustainability.The municipality took the initiative to use the tool. The criteria for choosing the tool included the broad spectrum of quantitative sustainability indicators.

Opinion of tool - assessment by tool users
The tool is still being used so measureable improvements are not obvious as yet. The use of the tool did encourage discussions about sustainable development within the municipality. The tool provides support for gut-feelings regarding the development. The users feel that there are many other potential opportunities to use the tool in the future particuarly when improvements have been made. The market version will be available at the end of 2005.
Opinion of tool - reviewer\'s assessment
The tool could be more user friendly. The tool has been tested on 5 municipalities, improvements have been made on the basis of these pilots.
