There is no single recipe for the sustainability of a town. Local governments in the Netherlands are developing policies to plan districts in a sustainable way. The elaboration of these policies is not a simple task. One of the reasons is the broad and confusing definition of sustainability. Within this broad definition there is a considerable chance for incompatible goals.

The Councils of Housing, Spatial Planning and the Environment in the Netherlands conclude that due to the diversity and nature of assessment instruments it is insufficiently clear who makes the choices about sustainability of a urban plan and based on what. Against this background the initiative 'Sustainability-Profile for Districts´ (DPL) came to existence, with the co-operation of the Dutch Ministry of Housing, Spatial Planning and the Environment - Directorate General of Housing, IVAM Environmental Research, TNO. The DPL group is developing the DPL tool for assessing sustainability at district-level. In DPL sustainability is an integral concept based on three elements: liveability (people), environment (planet) and economy (profit).

On the basis of this pyramid for sustainability a first DPL prototype tool was developed that assists planners to determine the sustainability performance of a district. It consists of three parts:
- The DPL questionnaire;
- The DPL matrix;
- The DPL profile.

Description of tool - adaptation
The tool was adapted by the municipality to fit the context.
