Opinion of tool - argumentation for choosing the tool A Design Guidance Strategy was chosen to provide guidelines for the design of the millennium coastal park to ensure design consistency in design throughout the park.
The tool was commissioned by the Coastal Park Management Team.

Opinion of tool - argumentation for choosing the tool Whilst the project was designed to enhance environmental quality, the adjacent Pembrey Coast and Burry Inlet were proposed Special Protection Area/Ramsar sites and therefore warranted the preparation of a formal environmental assessment. An EIA lead to the preparation of a formal Environmental Statement under UK regulations has therefore been carried out. Additionally an EIA is a statutory requirement for projects of a certain size and scale and therefore had to be implemented within the project. No alternative tools fulfil the requirements. A significant negative aspect of an EIA is that it is carried out prior to development on a single occasion and therefore does not monitor long term change.
Additionally the EIA covers only environmental issues, and does not consider the other pillars of sustainability (social and economic impacts), which require further assessments to be completed.
