Quantitative: Some of the indicators try to quantify changes, as for example:
sound use of space for dwellings, consumption of drinking water etc.

Generally 3 types of indicators are defined:
• Base-line indicators (where are we now?)
• Future-state indicator (where do we want to be?)
• Success indicators (show what has been achieved)

Qualitative: Indicators are designed to show success of processes in the cities. A catalogue of questions was gathered to assess the stated aims, and to derive control measure from the answers.
