The paper on the tool was writte in 2002, however the tool was submitted as part of a design enty for Liuxiancun new town, Shenzhen, China (Foo and Ong) in 1999 and between 1999 and 2002 as part of a collaboration with Design Vista for a competition design for a hi-tech science park for start up comnaines in Information and Communication Technology (ICT), media and and the life science.
