Publications and information are available from ISO, and often public and onsite training is available through the ISO member organisation in each country, for example in Britain, it is the British Standards Institute.
EMSs are however often carried out by external consultants.

Organisation/s that developed the tool and country of origin
ISO 140001 originates from the International Standards Organisation. ISO is a network of the national standards institutes of 148 countries, on the basis of one member per country, with a Central Secretariat in Geneva, Switzerland, that coordinates the system.

Is the tool newly developed or based on an exisiting tool
The ISO 140001 is based on the generic concept of EMS.

Cost of the full tool
The EMS standard has to be purchased at a cost and then can either be implemented in house or a consultant employed to implement it. Certification of the system is then a further cost.
