The Assembly’s guiding themes are sustainable development, equality and social inclusion. The tool is in two sections: First part is to be completed by the sponsoring organisation or division and asks questions about the policy/project. These are open ended questions and collect information about the study.

Second part is to be completed by an appraisal group which is either a vertical slice through a division or a cross section of the organisation. This should be completed within a meeting which should take no longer than one hour.
