Positive comments about the tool
The Consultative Group conducted an in-depth analysis of potential indicators appropriate for the core set. The Group vetted each indicator against selection criteria established under the CSD Indicator Work Programme.

Negative comments about the tool
Although suitable in an environmental context, the driving force-state-response framework is not as appropriate for the social, economic, and institutional dimensions of sustainable development. Gaps in the framework, where appropriate indicators are unavailable, hinder the selection of national indicator sets (particularly apparent with respect to response indicators). The working list of indicators is considered too long, which makes it difficult to test and develop all indicators in a national context.
