Description of the tool
The framework comprises two main parts: 1.Deffinition of effective assessment; 2. Assessment design parameters. The effective assessment is characterized by three attributes: saliency, credibility and legitimacy. The evaluation is accomplished by experts' and practitioners' groups. They are expected to give their appraisals according to three main parameters – participation, science and governance, focus - referred to the three attributes of the effective assessment. The aim of the evaluation is to define the degree of assessment’s effectiveness and the gaps between theory and practice.
