Positive comments about the tool
Helps the end users essentially to cover the real policy alternatives, and thus have the decisions made. Assessing the impacts of all measures studied and comparing the impacts to the objectives through the whole process is very useful, too. The worst investments and actions can be deleted during the planning at an early stage.

Negative comments about the tool

The amount of data needed is huge.
In the final decision-making, the achieved and proposed strategic alternatives don't necessarily play as important role as the planners might expect: the politicians are often more interested in particular investments than the overall strategies.
Simplifying and clarifying the results is a challenge in the future, too.
