The benefits gained in maintenance costs, vehicle costs, time costs (hours spent in traffic), accident costs both in estimates of noise costs and emission costs are compared to investment costs and interests. The ratio of benefits and costs shows how profitable it is to implement the investment. The end user can compare projects and alternatives and choose the best ones. Some non-monetary elements can also be described (e.g. impacts on nature, scenery, land use, city form etc.), but they are not included in the basic assessment.
