Tool summaryName of the tool PASTILLE electronic tool Description of the tool The PASTILLE project tool is divided into two parts: a practitioners’ guide and a test. It evaluates the urban policy effectiveness according to 8 criteria (quality of indicators, history and culture, capacity, stakeholder relationships, timing, rules and procedures, priorities and personal dimension). The tool is divided into three parts: a questionnaire, an evaluation part and results summary. The inquiry comprises 21 questions related to the criteria. The evaluation of the inquiry results is based on the criteria in a way that is graphically presented and visualizes “the scope or space in which the practitioners can move freely”.
