When was the tool produced
1996 (development of air pollution indicators); 1998 (tool on the web site); 1999, 2000, 2001 permanent upgrades of the threshold according to European directives.

In November 2002, the Brussels Government approved the AIR Plan for "better structural air-quality and action against climate warming" (European directive 96/62/CE). The permanent improvement of the tool is part of this plan.

Very quickly IRCEL-CELINE (Interregional Cell for the Environment, Belgium, http://www.irceline.be/) has encouraged the 3 Belgian regions (Brussels, Wallonia and Flanders) to use this tool. It has coordinated the data calibration and has validated the measures. Now, the "pollumeter" has been adopted by the 3 regions and a global result for the whole Belgium is provided by IRCEL-CELINE.

Is the tool newly developed or based on an exisiting tool
The benchmarks are based on EU thresholds. At the beginning of its development, this tool was directly inspired from the "pollution-indicator" of Paris
