The final report and core set of indicators was written and researched by Ben Shaw and Julie Hill.

Organisations/ departments also involved in the design/development of the tool:
The indicators and report are as a result of a three-year project by the Green Alliance with involvement from Environmental Services Association, Friends of the Earth, the Institute of Waste Management and Waste Watch. The tool is used by a number of waste companies (e.g. Shanks and Waste Recycling Group) to report annually as was the intention, and every other year by Biffa.
