Even if the tool is not legally obligatory, it should be used by the Wallonian region ministries in charge of the assessment of projects to grant (or not) the development license.

This planning-map is also expected to be considered by wind-farms developers as well as authorities at the inception stage of the project to help the overall decision-making process.

The planning-map and appendices are documents to be consulted. The time required depends on users and on their background.

Any other interesting information about the tool
The purpose of this tool is a better territorial management improving efficient land-use and quality of landscapes. The planning-map does not stand alone: a Framework of Guidelines for Wind Energy development completes it. This double approach that promotes the use, first of general planning map and afterwards of technical guidelines, is a step towards the continuity of sustainable concerns from strategic level to technical details.

The format of the tools depends on the objectives. For a global management of the territory, a planning-map is developed. For a closer approach, technical guidelines are provided in a text format. Text enables explicit complex links between various ideas; allows expression of very precise details, as well as conceptual ideas.

These tools could help with similar problems concerning the spreading of small built infrastructures through a whole territory to provide necessary resources. The concerns are totally different to a large project that would provide energy for a whole region.
