Participatory Assessment Process (PAP)

Description of the tool
The PAP, as implemented in Awel Aman Tawe (AAT) a community energy project, was an unusually thorough consultation process that took place over 10 months. This consisted of many methods and approaches that would allow a fair community assessment process regarding a Renewable Energy project in the locality.

The PAP had two main objectives:
1. To explore the criteria on which people based their decision of whether they wanted to pursue the community wind farm or not;
2. To support the participation of local people in making the decision as to whether the project should go ahead.

The processes used iteratively to achieve these objectives were:
1. information dissemination;
2. discussion and debate;
3. community decision-making.

The methods and approaches included press coverage, the publication and delivery of bi-lingual leaflets which were delivered to 6,732 households, public meetings, open days, a documentary programme, photo montages of the proposed site with proposed development, in-depth interviews and organised visits for any member of the community who wished to attend to the nearest wind farms.

Specific topic
Community consultation and awareness raising of a future project. This was designed for a renewable energy project, but it could be transferred to other sectors.
