Who applied the tool in the case?
Produced by Cardiff County Councils Housing Strategy and Development Section, the tool was used in the PETUS study of Angelina Street Butetown Regeneration Scheme by members of the council who were appointing a contractor for the Partnership Scheme. Sustainability, particularly in environmental and social costs were the driving factors for the Partnership Scheme rather than purely cost savings. Managers of the project were not involved in the selection process for constructors to prevent using prior knowledge to influence the decision. Appointments were made using this scoring system to assess the competitive construction firms approach to sustainability; assessors were unaware of the financial cost of the programme until a decision was made using the sustainability scoring system. The use of the matrix resulted in the appointment of Leadbitters, who had to agree to sign up to the Partnership approach with the others involved in the project: Cardiff County Council and Registered Social Landlords.

Angelina Street is the first development by Cardiff County Council (CCC) to be driven by a sustainability and social agenda rather than purely cost.

This tool is designed to be used at the higher technical level i.e. the project manager and/or those involved in the allocation of funds.

Time taken to fully apply the tool
The tool is used to assist and during the interview process for contractor selection - therefore application of the tool takes as long as the interview.
The tool could be applied in parts - and although faster a comprehensive assessment would then not be achieved

Angelina Street is the first development by CCC to be driven by a sustainability and social agenda rather than purely cost.
