The document was developed for the U.S. Department of Transportation, Federal Highway Administration, and Federal Transit Administration by Cambridge Systematics, Inc. Michael Culp of the FHWA Office of Metropolitan Planning and Programs was the Task Order Manager for the project. Christopher Porter of Cambridge Systematics was the lead author, working closely with John Suhrbier and Dan Beagan. Each of the case studies was prepared by Cambridge Systematics, except for the Orange County case study which was developed by GIS/Trans, Ltd.
